The first amendment to the new Fertilising Products Regulation (FPR) has been introduced. The FPR, Regulation (EU) No. 2019/1009 will completely replace the older fertilisers regulation (Regulation (EC) No. 2003/2003) from 16 July 2022. Fertilising products that meet the harmonised requirements laid down in the FPR can receive the CE mark and can move freely in the EU’s internal market as an EU fertilising product.
While preparing for the transition to the new FPR, both stakeholders and Member States felt that it was necessary to adapt some of the technical provisions in the annexes to the FPR. There were various reasons for these changes:
• to improve consistency with other pieces of EU legislation,
• to ensure that fertilising products don’t pose a risk to health, safety or the environment,
• to avoid situations in which significant categories of fertilising products would inadvertently be omitted from the harmonisation rules.
