In November 2021, Kerona Scientific attended the Applicants’ Conference 2021 organized by the German Federal Office for Consumer Protection and Food Safety (BVL) and received first-hand information about the latest developments in the field of plant protection product approval in Germany.
Since 2017, the BVL has been undergoing a reorganization, which came to a head in the move in June 2021 to a modern office space in Braunschweig and included a 50% staff increase. The aim is to become more efficient by using a synergic approach between technical and personnel and closing the links between legal and IT expertise.
As part of the reorganization, the authorization and approval of the registration of active substances and plant protection products (PPP) are being handled together. Another important topic discussed was regarding the application format: BVL is accepting the submission of applications and associated documents (dossiers) in the standardized data format (IUCLID format), in accordance with the version of Regulation (EU) 2019/1381 (Transparency Regulation), which has been in force since March 27, 2021. However, the enclosures to the application must additionally be submitted in the format of a CADDY dossier. In future the CADDY format should no longer be used, but there is still no prediction of when this will happen.
Currently, BVL accepts the electronical submission of the following applications: authorization of a PPP, extension of an authorization, and the approval, renewal of approval or amendment of approval of an active substance, all under Regulation (EC) No 1107/2009. The BVL does not handle “me too” approvals, i.e. there are no applications under Art. 34.
